What is considered unethical behaviour of a board member?
For example, our President (and another board member) signed a petition requesting the resignation of the Secretary. I believe they did this on the pretext that they are signing the petition as members only.
In my mind, this behaviour is sowing the seeds of strife in the community which the elected board represents (board positions are appointed by the elected board members).
As the VP, I am considering putting forward a motion asking for the President's (and other board member's) resignation on the grounds that they are no longer impartial and unethical. Would this be appropriate?

This is not unethical behavior. Unethical behavior could be spreading lies, misuse of funds, voting on things that have to do with one's own personal interest or presenting ideas that benefit oneself monetarily are some examples. It could also be misrepresenting the organization to the public in an official capacity when no such power has been given. It could be someone arrested for drunk driving. Many things but not signing this petition. I do not know the context of your situation. If an officer is not performing his duties then an organization has cause to remove him. But it must be done according to the bylaws or parliamentary principles--either a trial or the motion to rescind. However, has anyone talked to the secretary to see if the problem can be solved this way?
