When a President resigns, or is forced to step down for personal reasons, who should take over the position - Past President or Vice-President? Is it necessary to have an election to fill the newly vacated position? what if the President only steps down for a temporary period of time?

The bylaws should state who takes the President's place. Usually the Vice President steps up. However, I have seen some weird bylaws that states that the Past President steps back into the position. If the President resigns, the order of succession is to have the Vice-President take the position of President and then fill the vacancy of the Vice President. If your bylaws don't state how the Vice President position is filled then you must have an election. IF the President steps down or takes some time off, then the Vice President fills in until the President returns. The Vice President still maintains his office as Vice President and any duties that go with it.
