That should be in the bylaws. If there is no provision for a past president, then the past president should not be on the board at all. In most organizations that have a past president, the person who fills this office is the one whose term is ended as president. He then becomes the past president. So if your bylaws do not state the term of a past president, then it is connected with the term of the president. This is how rotation in this office is fulfilled.
