Recently my organization held elections and a new President took office. He is required to fill appoint 3 new board members for a quorum to exist, but, has failed or refuses to do so. If he continues to not fulfill his obligations, since there is only half a board (of which he is a member)and no quorum, does the previous board meet to discuss his removal? Or are we stuck until his term ends next year?

Did the members elect this president? Or did the board elect him? If the members elected him, they may be able to remove him and elect someone else. It seems your bylaws need to be revised if it allows the president to appoint board members. To really advise you on what can be done, our company would need to see your bylaws.
