Does there have to be a vice chairman? If the chairman is not present can the board members act as chairman on a rota basis?

If the board wants the members to take turns presiding at the board meetings they can. They can elect a chairman pro tem for each meeting. The secretary should call the meeting to order and ask for nominations for chairman pro tem. Then take a vote on the nominations. If the board has already selected the rotation by a vote at a previous meeting, then the person can call the meeting to order as chairman pro tem.
