Can a Board have planning meetings without members in attendance.

I assume you are talking about a board where the members are allowed to attend, perhaps an HOA board? If it is an HOA board you may need to consult your attorney to see if that breaks a state law. It sounds to me that you are letting the members run roughshod over your meetings. Members are allowed to attend HOA meetings but there are not allowed to speak or interject comments unless you give them the ability to do that. So it sounds like your president may need to learn better procedures in controlling these meetings.
