Can a parlimentarian be chair of the by-laws committee?

If the person is a member of the organization, I do not see why not. If the person is not a member of the organization, I don't think so unless the bylaws have a provision that allows nonmembers to be a chairman of a committee. If the organization has hired a parliamentarian to help them with the bylaws, usually the parliamentarian meets with the committee and advises them. It is always the organization's right to decide what they want in their bylaws.
