Can you nominate someone from the floor on the night for elections for President of an organization and the organization vote for him if the person is not present at the meeting and has not voiced his decision to run?

Follow your bylaws and election rules if you have any. If you don't then the person can be nominated and even elected to office. However, it is best to get the person's permission first. But after the election the person should be called as soon as possible (even from the meeting) to see if he accepts the position. If he doesn't then the members would have to have another vote.
