Is there any instance when an appointed Parliamentarian have any voting rights?

What a great question! Yes. If the parliamentarian is a member of the assembly, he can vote. If he is sitting by the president during a meeting, he can vote during a ballot vote. If he is sitting with the assembly and only advises, when asked by the president, he has all the rights of the members of the assembly.
