What is the correct procedure in asking a board member to resign their position?

There really isn't any correct procedure. Usually the person resigns because he is not able to do the work. It sounds like the board is not happy with the boar member's work. In this case I recommend someone be appoint to "take the person out to lunch" and have a heart to heart talk with him or her about the problem. Perhaps the person will change and do the work that is needed. You will gain a friend and a cooperative member. If that does not solve the problem and the person is not doing the work necessary then the next step is to remove the member. And that is an entirely different question.
